    <li style="color: #000066;"><span>Effective December 20, 2017 </span></li>

        <li style="color: #000066;"><strong><span>Definition of "repair" resulting from the creation of the tradesman plumber license.&nbsp;</span></strong><span> "Repair" shall mean and be limited to the performance of repairs to existing plumbing, the clearing of stoppages, or repairing of leaks. Such work shall be performed only by a journeyman plumber or by a tradesman plumber. </span></li>
        <li style="color: #000066;"><strong><span>Clarifying fees for the initial registration for apprentice plumbers and initial licensing fee for tradesman plumbers.&nbsp;</span></strong><span> The initial registration fee for apprentice plumbers shall be $10.&nbsp; The initial license fee for the tradesman license shall be $30. </span></li>
        <li style="color: #000066;"><strong><span>Amendments to the number of continuing education hours (as provided by an approved provider) required for licensees.</span></strong><span> </span>

    <p><span style="font-size: 14px;">In accordance with the provisions of the Administrative Procedure Act, R.S. 49:953, the Louisiana State Plumbing Board (board), hereby determines that adoption of an Emergency Rule for the implementation of amendments to LAC 46:LV.101, 301, 303, 304, 310, 311, 312, 313, 314, 315, 316, 901, 1001, 1003 and 1005 and adoption of §§309 and 508 are necessary to be in compliance with recent legislative changes designated as Act No. 515 of 2016. The Rule change to §§101, 301, 303, 309, 310, 312, 901 and 1001 establishes the designation of tradesman plumbers and will also provide licensing requirements and procedures relative to the tradesman plumber classification. The Rule change to §508 establishes and maintains a registry of apprentice plumbers employed within the state of Louisiana. The addition of the tradesman plumber classification resulted in the insertion of a new Rule, causing a change in the Sections formerly numbered as §§307-313, as well as a change to cross-referencing of Sections throughout the rules.</span></p>

    <li>The proposed Rule change establishes the designation of gas fitter and master gas fitter and will also provide licensing requirements and procedures relative to gas fitter and master gas fitter classifications.</li>

<title>Overtime Rule Blocked</title>

<span>A federal Texas judge issued a <a href="http://www.mmsend28.com/link.cfm?r=_Vm58BITHyhJDfI6BR1lcA~~&amp;pe=HqC8NLlVEXGi_bLAYG-wDdUcM_6vykRtnnTkpoVH9Q91I9CI_3hs8Z1eZTweGdffLwlGvpZglWSrhual_uhEcw~~" target="_blank"><span style="color: #00468c;">nationwide injunction</span></a> against the new <a href="http://www.mmsend28.com/link.cfm?r=_Vm58BITHyhJDfI6BR1lcA~~&amp;pe=tjrExfSR3JIwcsBiQtKaUoLAeKLmjcclV8f_4inSbQZZqbl246N4Ice9pEyvr8CgKgYclFmPjj-Vy4q151jhBw~~" target="_blank"><span style="color: #00468c;">Overtime Rule</span></a>, stating that the Administration overstepped its authority by raising the salary cap from $455 a week to $921 a week or $47,892 a year.&nbsp; The rule was set for implementation Dec. 1, 2016. <br />
&nbsp; <br />
U.S. District Judge Amos Mazzant issued the order by justifying that litigation to block the new rule stood a significant chance of succeeding. "The Department exceeds it delegated authority and ignores Congress's intent by raising the minimum salary level such that it supplants the duties test," wrote Judge Mazzant.&nbsp; The Judge also argued that the Dept. of Labor must reevaluate the duties of employees to determine who should and should not be exempt, as part of the new rule. <br />
&nbsp; <br />
Though the government continued to argue that the new rule is appropriate "with our modern economy," the injunction stops enforcement of the rule until the government can overturn the injunction through an appeals court.&nbsp; This will also give Congress time to review the impact of the rule. <br />
&nbsp; <br />
The new Overtime Rule is assumed to impact more than 4 million workers.&nbsp; PHCC National will keep members up to date as this issue continues to unfold. </span>]]></description>

<description><![CDATA[<p>The Louisiana State Uniform Construction Code Council has released the revised codes and rules for the Uniform Construction Code. These updated regulations should be referred to for permitting, plan review and inspections.&nbsp; Please note that the "Final Emergency Rule - Plumbing 12-11-15" is for permits from 1/1/16 through 5/19/16 and the "2012 IPC Louisiana Amendments - Emergency Rule" is effective as of 5/20/16.</p>
