(LAC 46:LV.101 and 301)
The SPBLA released a rule change in the Louisiana Register allowing any plumbing and/or natural gas company to display one sign at the front of a multi-site project IF they are the sole plumbing/and or natural gas company for the project.


NOTE: If the company is not the sole plumbing/and or gas company, then the company would still be required to post a job site sign at each individual project.


This rule is published in the January 20, 2021 edition of the Louisiana Register, Title 46, Part LV, Chapter 1 & 3.

PHCCLA issued letters today to Governor John Bel Edwards, as well as Louisiana Department of Health Secretary Dr. Courtney Phillips and Office of Public Health Interim Assistance Secretary Dr. Joseph Kanter, requesting that plumbing professionals be added to the current tier approved to receive the COVID-19 vaccine.

The letter, which may be viewed here, highlights the need for contractors to be vaccinated as interacting with customers is critical to public safety in providing access to clean water in homes and businesses.

DECLARATION OF EMERGENCY: Workforce Commission: Plumbing Board

Plumbers - Continuing Professional Education Programs (LAC 46:LV.101, 312, 1001, and 1002)

  • Released by the State Plumbing Board of Louisiana
  • Effective December 20, 2017
  • Rule addresses:
    • Definition of "repair" resulting from the creation of the tradesman plumber license.  "Repair" shall mean and be limited to the performance of repairs to existing plumbing, the clearing of stoppages, or repairing of leaks. Such work shall be performed only by a journeyman plumber or by a tradesman plumber.
    • Clarifying fees for the initial registration for apprentice plumbers and initial licensing fee for tradesman plumbers.  The initial registration fee for apprentice plumbers shall be $10.  The initial license fee for the tradesman license shall be $30.
    • Amendments to the number of continuing education hours (as provided by an approved provider) required for licensees.
      • Tradesmen are required to complete 3.5 hours
      • Journeymen are required to complete 3.5 hours
      • Master Plumbers are required to complete 5.0 hours
      • Journeymen and Gas Fitters (dually licensed) are required to complete 4.5 hours
      • Journeymen and Master Gas Fitters (dually licensed) are required to complete 6.0 hours
      • Master Plumbers and Gas Fitters (dually licensed) are required to complete 6.0 hours
      • Master Plumbers and Master Gas Fitters (dually licensed) are required to complete 6.0 hours
      • Gas Fitters are required to complete 2.5 hours
      • Master Gas Fitters are required to complete 4.5 hours

The following Emergency Alert was effective February 5, 2017:

  • Plumbers- Introductory Information; Licenses;Revocation and Related Administration Proceedings; Continuing Professional Education Programs

  • In accordance with the provisions of the Administrative Procedure Act, R.S. 49:953, the Louisiana State Plumbing Board (board), hereby determines that adoption of an Emergency Rule for the implementation of amendments to LAC 46:LV.101, 301, 303, 304, 310, 311, 312, 313, 314, 315, 316, 901, 1001, 1003 and 1005 and adoption of §§309 and 508 are necessary to be in compliance with recent legislative changes designated as Act No. 515 of 2016. The Rule change to §§101, 301, 303, 309, 310, 312, 901 and 1001 establishes the designation of tradesman plumbers and will also provide licensing requirements and procedures relative to the tradesman plumber classification. The Rule change to §508 establishes and maintains a registry of apprentice plumbers employed within the state of Louisiana. The addition of the tradesman plumber classification resulted in the insertion of a new Rule, causing a change in the Sections formerly numbered as §§307-313, as well as a change to cross-referencing of Sections throughout the rules.

 

 

  • Public Comments- Any interested person may submit written comments regarding the content of this proposed Rule change to Ashley Jones Tullier, Executive Director of the Board, 11304 Cloverdale Avenue, Baton Rouge, LA, no later than 5 p.m., March 20, 2017.

Released by theWorkforce Commission Plumbing Board

  • Effective January 1, 2017
  • The proposed Rule change establishes the designation of gas fitter and master gas fitter and will also provide licensing requirements and procedures relative to gas fitter and master gas fitter classifications.
  • The addition of this classification resulted in the number change for rules formerly numbered as SS307-313.
  • These adjustments will be effective upon final publication in the Louisiana Register.

Breaking News:
U.S. Dept. of Labor Overtime Rule Blocked

 

A federal Texas judge issued a nationwide injunction against the new Overtime Rule, stating that the Administration overstepped its authority by raising the salary cap from $455 a week to $921 a week or $47,892 a year.  The rule was set for implementation Dec. 1, 2016.
 
U.S. District Judge Amos Mazzant issued the order by justifying that litigation to block the new rule stood a significant chance of succeeding. "The Department exceeds it delegated authority and ignores Congress's intent by raising the minimum salary level such that it supplants the duties test," wrote Judge Mazzant.  The Judge also argued that the Dept. of Labor must reevaluate the duties of employees to determine who should and should not be exempt, as part of the new rule.
 
Though the government continued to argue that the new rule is appropriate "with our modern economy," the injunction stops enforcement of the rule until the government can overturn the injunction through an appeals court.  This will also give Congress time to review the impact of the rule.
 
The new Overtime Rule is assumed to impact more than 4 million workers.  PHCC National will keep members up to date as this issue continues to unfold. ]]> Wed, 23 Nov 2016 15:12:15 GMT Revised Uniform Construction Code Rules Released https://www.laphcc.org/news/news.asp?id=291423 https://www.laphcc.org/news/news.asp?id=291423 The Louisiana State Uniform Construction Code Council has released the revised codes and rules for the Uniform Construction Code. These updated regulations should be referred to for permitting, plan review and inspections.  Please note that the "Final Emergency Rule - Plumbing 12-11-15" is for permits from 1/1/16 through 5/19/16 and the "2012 IPC Louisiana Amendments - Emergency Rule" is effective as of 5/20/16.
